How to verify a Brazil license

  1. Open the list titled Empresas Autorizadas até a vigência da MP nº 1.394/2026 on gov.br
  2. Search the page for the brand name or for the exact domain shown in your browser address bar
  3. Check that the domain ends in bet.br and matches the domain listed next to the brand
  4. Match the company name and CNPJ in the site footer or terms to the row on the list
  5. Open the portaria link in that row to read the authorisation act in the Diário Oficial da União
  6. If the brand is missing, check the separate page of companies operating by court order
  7. Remember that since 25 September 2026 the MP prohibits all fixed-odds betting in Brazil, so a listed brand still taking bets after the shutdown period is outside the law

What the license means for players

Under the MP, bets still open when authorised sites go offline are void and the full stake is refunded with no deductions. Prizes on bets settled before the shutdown must still be paid. Operators send their payment institutions a list of players by CPF, and the institutions refund each player to an account in the player's name within seven days of receiving it. Money that cannot be returned goes to a dedicated account at Caixa Econômica Federal, held for the player under Ministry of Finance supervision. Before the MP, bettors under 18 were barred, bettors had full consumer rights under the Código de Defesa do Consumidor, and a central self-exclusion platform blocked all authorised sites at once for one to twelve months or indefinitely. Legal status and tax

Law 13.756 of 2018 created fixed-odds betting as a lottery modality, and Law 14.790 of 2023 set the rules for authorising operators, with authorisations in force from 1 January 2025. Medida Provisória 1.394 of 25 September 2026 took effect on publication. It prohibits fixed-odds betting on sports and online games nationwide, ends federal and state authorisations thirty days after publication, stops all pending applications, bans betting advertising and sponsorship, and bars payment institutions from processing betting transactions. The Ministries of Finance and Justice may order betting sites blocked through Anatel and CGI.br. The MP revokes the betting chapter of Law 13.756 and most of Law 14.790, which still apply to facts from the period when the authorisations were in force.

Under Law 13.756 as amended, operators kept 85% of betting revenue after prizes and income tax on prizes, paid 12% to public destinations set in the law and paid 3% to the Federal Police fund FUNAPOL. In 2026 the operator share was 87% and the FUNAPOL share 1%. Players paid income tax at 15% on net annual winnings above the first bracket of the annual income tax table. The MP revokes these rules, but they still apply to revenue and winnings from the period of the authorisations.
