How to verify a Portugal license

  1. Open the SRIJ list of licensed entities on srij.turismodeportugal.pt
  2. Check that the exact address of the casino matches the website in one of the brand blocks, the check the SRIJ itself recommends to players
  3. Confirm the company running the site matches the Entidade exploradora in the same block
  4. Open the licence list in that block and check that the licence covers your game, games of fortune or chance for casino games and fixed-odds sports betting for sports
  5. Make sure the licence carries no note saying it is temporarily suspended
  6. Look for the SRIJ logo and contacts on the casino site, which every licensed operator must show

License types in Portugal

Online betting and online casino games in Portugal need a licence issued by the Comissão de Jogos of Turismo de Portugal under the RJO, the legal regime for online gambling approved by Decree-Law 66/2015. Each licence covers one category, so most operators hold a betting licence and a games of chance licence. A licence runs for three years from issue and can be extended for further three-year periods. The holder must be a public limited company or equivalent seated in the EU or EEA, with a branch in Portugal when it is a foreign company, and licences granted by other countries are not valid in Portugal.

What the license means for players

Licensed operators may not let minors play, or anyone barred from gambling by their own request or by a court. An account becomes active only after the operator has verified the player's identity and confirmed there is no ban on playing, and the payment account used must be the player's own. Sites must let players set their own limits on bets and deposits. A player can self-exclude on one site or on the SRIJ platform, which covers every licensed site in Portugal, for at least three months, and an exclusion ends one month after the player asks to lift it. The SRIJ reported 413,700 self-excluded players on 30 June 2026.

  • The site claims a licence from another country, which the RJO says is not valid in Portugal
  • The licence for the games you want to play is marked as temporarily suspended
  • The site shows no SRIJ logo or contacts
  • The site lets you deposit before your identity is verified

Legal status and tax

Online gambling in Portugal is governed by the RJO, approved by Decree-Law 66/2015 of 29 April and last amended on 31 March 2020. Only entities licensed by the SRIJ may offer online gambling, and unregulated online games are prohibited. The SRIJ, part of Turismo de Portugal under the Minister of Economy, notifies illegal operators to close, orders internet providers to block their sites and reports cases to the Public Prosecutor. Operating illegal online gambling is punishable by up to five years in prison, and playing on illegal sites by a fine of 2,500 to 25,000 euros.

The special online gaming tax, IEJO, is 25 percent of gross revenue on games of fortune or chance and 8 percent of the amount staked on fixed-odds sports betting. Mutual horse race betting pays 25 percent of gross revenue and fixed-odds horse race betting 8 percent of stakes. The SRIJ assesses the tax every month, and income taxed under IEJO is exempt from corporate income tax and stamp duty.

How do I check if a casino holds a Portugal license?

Open the official register on www.srij.turismodeportugal.pt and search for the operator. The SRIJ list of licensed entities is a public web page with one block per licensed website. On 8 October 2026 it listed 19 websites and 33 licences, four of them marked as temporarily suspended at the operator's request. Issue and expiry dates appear only inside the PDFs, and the current expiry date of a licence is in its latest amendment extending the term. A real licensee appears there under its own name.
