Legal status and tax
PAGCOR is the Philippine Amusement and Gaming Corporation, set up under Presidential Decree No. 1869, the PAGCOR Charter, as amended by Republic Act No. 9487. It regulates games of chance in the Philippines and licenses gaming operations there. Online gaming falls under its Regulatory Framework for Gaming Venue Operations, in effect since November 2025, which defines an online gaming platform as the channel that lets registered players of a land-based gaming venue play or wager over the internet. Gaming system administrators are accredited under a separate framework, and each licensed casino of an integrated resort registers its online brands and domains with PAGCOR. POGOs, the offshore operators PAGCOR once licensed, remain banned.
PAGCOR's schedule of regulatory fees as of 2 July 2026 sets an accreditation fee of PHP 5,000,000 per game offering for a gaming system administrator, with a performance cash deposit of PHP 25,000,000 for one game offering or PHP 50,000,000 for two or more. A unified gaming licence for a gaming venue costs PHP 1,200,000, valid for three years, with a renewal fee of PHP 800,000 every two years and a performance cash deposit of PHP 2,000,000 per gaming venue. The PAGCOR share of gaming revenue is set in its Regulatory Framework for the Fees and Rates on Gaming Venue Operations.
