Key facts about the LPT regime

  • LPT is the authority that issues, suspends and revokes gambling licences, and it works under the Lithuanian Ministry of Finance
  • A licence to organise gambling is issued for an indefinite term, and a permit to organise remote gambling is also valid indefinitely
  • A company applying for a remote gambling permit must name the internet addresses it will use to offer remote gambling
  • Licences go to Lithuanian public or private limited companies, or to a Lithuanian branch of a company authorised to run gambling in another EEA state or Switzerland
  • Paid-up share capital must be at least 1,158,000 euros for remote table games and remote category A machines, 289,000 euros for remote betting, totalizator, category B machines and bingo, and 144,000 euros for remote horse racing totalizator
  • A remote gambling operator must keep at least 72,400 euros set aside only for paying out remote winnings
  • Payment providers in Lithuania may process card payments for stakes and winnings only with companies on the LPT list of entities entitled to run remote gambling

What the license means for players

Only people aged 21 or older may take part in remote gambling in Lithuania. Before playing, a player signs a remote gambling contract with the operator and gives the data needed to identify them. The player must then set daily, weekly and monthly deposit limits, a maximum stake and a time limit per login. A higher limit applies no sooner than 48 hours after the request, and a higher weekly or monthly limit only from the next week or month. During play the screen must show how long the player has been playing, the total staked and the current result. Stakes are paid only by transfer from the player's own payment account, and winnings go back to the account the stake came from. Licensed sites must tell players how to apply to the register of persons who have restricted their own ability to gamble.

Legal status and tax

Gambling in Lithuania is governed by the Law on Gambling No. IX-325, adopted on 17 May 2001, whose stated aim is to reduce the accessibility and attractiveness of gambling and its possible harm to health. Organising gambling not provided for in the law or in breach of its rules is prohibited. When LPT finds that an operator without the required licence and permit runs remote gambling in Lithuania, it can order payment providers to stop all payment operations with that operator after an administrative court allows the order, and it can order the information used for that gambling removed or made unreachable under the Law on Electronic Communications. LPT publishes the name and domain of each such operator on its website. Gambling advertising is prohibited in Lithuania apart from narrow exceptions, and the exception for betting brand advertising ends on 1 January 2028.

Companies that organise gambling pay tax under the Law on Gambling Tax and other legal acts. Tax rates are not covered on this page yet.

Frequently asked questions

Who regulates online gambling in Lithuania?

Gaming Control Authority under the Ministry of Finance, usually shortened to LPT, oversees gambling in Lithuania. Remote gambling covers remote table games, remote gaming machine games, remote betting, remote totalizator including horse racing totalizator and remote bingo. A company may run it once it holds a licence for remote gambling and a permit to organise remote gambling from LPT, and LPT has approved the company's rules for that remote gambling. How do I check if a casino holds a Lithuania license?

Open the official register on lpt.lrv.lt and search for the operator. The LPT page on checking whether a gambling website operates legally in Lithuania links the official LPT website checker at lpt-sviesoforas.pages.dev. The checker holds the list of domains LPT names as legal, 21 in October 2026, and reads a block list of more than 2,000 domains published on nksc.lt. A search returns one of three answers, the domain is on the LPT legal list, the domain is on the NKSC block list, or it is on neither. The legal list gives domains only and names no company. LPT separately publishes the list of companies entitled to run remote gambling in Lithuania. The lpt.lrv.lt pages refuse automated access, so this site reads both lists from the checker. A real licensee appears there under its own name.
