What the license means for players

Licensed organisers may not let anyone under 18 take part in gambling. To play online, a player registers with name, personal identity number, date of birth and the bank account used to pay in, and winnings may not be paid to an account that was not used for deposits. Licensed sites settle with players through an account at a credit institution registered in Latvia. A player can ask to be entered in the VID register of self-excluded persons, which bars gambling with every licensed organiser in Latvia for at least 12 months, and licensed sites must refuse anyone on it.

Legal status and tax

Gambling and lotteries in Latvia are governed by the Gambling and Lotteries Law, in force since 1 January 2006. Amendments adopted on 3 December 2025 moved the licensing, supervision and control of gambling to the State Revenue Service from 1 April 2026, together with the register of self-excluded persons. Until then these tasks belonged to the Lotteries and Gambling Supervisory Inspection. Interactive gambling and online betting are allowed only after VID has issued the licence. VID orders access to websites of interactive gambling organisers without a Latvian licence to be blocked and bars banks and payment institutions from working with them. The State Police also supervises compliance with the law.

Gambling tax in 2026 is 15 percent of the revenue from gambling organised through telecommunications, whatever the game, up from 12 percent in 2025. Totalisator and betting pay 18 percent and bingo 12 percent of the revenue from organising the game, while roulette and card and dice tables pay 40,440 euros per table and slot machines 7,440 euros per playing seat.
