How to verify a Bulgaria license

  1. Open the NRA whitelist of licensed gambling websites and download the newest PDF edition
  2. Find the casino's exact domain in the website column
  3. Check that the company named on the casino site matches the organiser on the same row, down to the company number
  4. Check that the row lists online casino games if you want to play casino games, because each game needs its own licence
  5. Search the domain in the NRA blacklist of websites of organisers without a Bulgarian licence
  6. If a blacklisted site still opens for you, report it with your internet provider's name to illegal_gambling@nra.bg

License types in Bulgaria

Every gambling game offered in Bulgaria needs a licence from the executive director of the National Revenue Agency, and each licence covers only the game named in it, so an operator running casino and sports betting holds two licences. All games except tombola and instant lotteries may be offered online. A licence is issued for 5 or 10 years to a company registered in Bulgaria, another EU or EEA state or Switzerland. Its central computer system must sit in one of those states, register and identify every player and report each session, stake and win to an agency server in real time, and a foreign company needs an authorised representative with an address in Bulgaria.

  • Licence to organise online casino games
  • Licence to organise betting on sports, horse and dog races
  • Licence to organise betting on random events and on knowledge of facts
  • Licence to organise lottery games, including toto, lotto, bingo and keno
  • Licence for slot machine games

Key facts about the NRA regime

  • The NRA whitelist of 11 September 2026 named 30 licensed gambling websites run by 30 organisers
  • The NRA blacklist of 17 September 2026 named 5,190 distinct domains of unlicensed gambling sites, the earliest added by a decision of 11 June 2013
  • The National Revenue Agency has licensed and supervised gambling since 2020, when the State Commission on Gambling was closed
  • Since 1 August 2026 affiliates who promote gambling need their own NRA licence and may promote only licensed organisers, and the affiliate register named 34 of them on 18 October 2026
  • Each licensed organiser pays a yearly social responsibility contribution of 60,000 leva for each online betting licence
  • Internet providers must not give access to sites of unlicensed organisers, and prepaid vouchers for online betting are banned
  • Gambling advertising is banned on radio and television, in public places and in print and online media, with narrow exceptions

What the license means for players

Minors are barred from gambling in Bulgaria and licensed organisers must register and identify every player. Licensed websites must show a warning about the risk of gambling addiction and where to find counselling and treatment. Anyone can ask the National Revenue Agency to enter them in the register of vulnerable persons for at least 12 months, which bars them from gambling with licensed organisers, and the register is not public. Postal money transfers from under 18s to licensed organisers are banned.

Red flags and fake NRA claims

  • The domain is not on the NRA whitelist
  • The domain appears in the NRA blacklist
  • The company on the site is not the organiser listed for that domain on the whitelist
  • The site offers casino games while its whitelist row covers only betting
  • The site sells or accepts prepaid vouchers for online betting
  • The site lets you play without registering and identifying yourself

Legal status and tax

Gambling in Bulgaria is governed by the Gambling Act of 2012. Amendments of 2020 closed the State Commission on Gambling and moved licensing and supervision to the executive director of the National Revenue Agency, together with the commission's registers. Amendments of 2024 tightened advertising rules, barred internet providers from giving access to unlicensed gambling sites and banned prepaid vouchers for online betting. Amendments in force from 1 August 2026 added a licence for affiliates who promote gambling. The agency identifies websites of unlicensed organisers by decision, and the Sofia District Court orders internet providers to block them.

Online slot and casino games are taxed under the Corporate Income Tax Act, which treats online casino activity as subject to corporate tax rather than the quarterly gambling tax on land based machines and tables. Land based operators pay 409.03 euros a quarter for each slot machine seat and 11,248.42 euros a quarter for each roulette table. Games where the stake is paid through the price of a phone or other electronic communication service are taxed at 20 percent from 27 March 2026.

How do I check if a casino holds a Bulgaria license?

Open the official register on nra.bg and search for the operator. The National Revenue Agency publishes a whitelist of the websites of organisers licensed for online gambling as a PDF, with the website, the organiser, its company number and the licensed game on each row. The edition of 11 September 2026 named 30 websites run by 30 organisers. A separate register of gambling organisers, published as an Excel file, shows which organisers hold an online licence, and on 18 October 2026 one of them, V Venture Limited, had no website on the whitelist yet. Neither file shows licence numbers or issue and expiry dates. The agency also publishes a blacklist of websites of organisers without a Bulgarian licence, with the decision that added each site. A real licensee appears there under its own name.
